Investigation - Dome Shutter failed to close when commanded

Issue
Dome Shutter seemingly failed to close when commanded by ObsManager (at  02:03) or when Dome Relay changed to 'Unsafe' and likely remained open till Closing Stage (04:18) when further requests to close Shutter were made.

Description
After the S1130 session was suspended and the shutter was closed at 01:50 due to partial cloud there was a marginal improvement in conditons at 02:00 and the session was resumed and the shutter began opening. Before the shutter had fully opened sky conditions had deteriorated again, and the session was suspended again and the shutter commanded to close.  At 02:03:01 an error/alert was issued "Dome closure hasn't finished after 90s"  followed by a red alert at 02:03:41 "Dome hasn't reached 'Closed' state after 120s during SoftSuspend".  Shutter status was reported a 'Closing' by both DeviceHub and Pulsar ASCOM log.  ObsManager initiated its "Dome Closing Diagnosis & Recovery" routine and a ObsCam image was taken at 02:03:29 which shows the shutter as being wide open.   Subsequent ObsCam pictures although taken in relative darkness (i.e without the Aux Light) appear to show the shutter as still being open. ObsPics show that the Shutter's Zigbee Sensor was detecting the shutter as being Open (ie not Closed) between 02:01 & 04:19. 

During 'Session Closing' stage at the end of session 3 attempts were made to close the shutter (at 04:11, 04:13 & 04:15) but in case an alert was raised (04:13:13,  04:15:19 & 04:17:24) to say that "Dome closure hadn't finished after 90s", and Shutter status was still reported as "Closing" by DeviceHub and Pulsar ASCOM log. The first two attempts produced report/log messages "Dome failed to close after 120s. Reattempting..". Last CloseShutter() command was issued at 04:16:02. 

After the 3rd attempt ObsManager/Closing Session seemingly gave up on trying to close the dome and at 04:17:54 it began a 'Park Dome' operation and issued a SlewDomeToAzimuth(90) at 04:18:03. Just prior to this at 04:17:59 an 'Abort DomeSlew' message is written in the logfile which is not normally posted at this point.  At 04:19:10 the Shutter's Zigbee Sensor reported that  Observatory Shutter had closed (open time 2.3 hour).   Assuming a closing time of 45-50s, this would imply that the dome had begun a Closing Shutter operation at around 04:18:20 - 04:18:25. 

Earlier at 02:01 AstroGuard reported that the Shutter had taken >68s to close (confirming AstroMain's own reporting). At 02:09 AstroGuard reported that conditions were 'critical' and checked the shutter status, but finding the the shutter was 'Closing' it did not make any independant action to close the shutter.  At some point (likely at around 04:19) AstroGuard reported that shutter had closed (closing time 8258s  (~2.5 hours) ).

The Issue is deemed 'Critical' as the observatory's shutter was left open for more than 2 hours with sky conditions in a critical state (Cloud). Fortunately  the overcast sky didn't produce any rain during this time. 

Analysis
The Pulsar ASCOM Log shows CloseShutter commands being recieved at 01:49:25,  02:01:31, 04:11:43 (& 04:11:51), 04:13:49 (& 04:13:57), 04:15:54 (& 04:16:02).   The ShutterStatus remained as 3 (Closing) until 04:17:59 when an AbortSlew command was received, at which point (04:18:00) the shutter status changed to 5 (Error), before changing to 3 (Closing) at 04:18:33, before finally changing to 1 (Closed) at 04:19:10.

The Pulsar log file doesn't show any Close Command being sent to the Dome between 04:16:02 and 04:18:33 and it is presumed that Shutter Closure at 04:18:33 was in response to the Dome's Relay being in the 'Unsafe' state as advised by the observatory's CloudSensor. The ParkDome2() routine that is called during 'Session Closing' calls AbortSlew() if Dome.Slewing = True.  Whilst the cause of the original Closing Issue at 02:03 is most-likely a glitch of some kind, it would seem that AstroMain's ShutterMonitoring should employ an AbortSlew if the dome's shutter status is seemingly 'stuck' on 'Closing' (3).
